About JLOS
Government of Uganda’s
Justice Reform Programme
The Justice Law and Order Sector (JLOS) is a sector-wide approach that brings together eighteen (18) institutions with closely linked mandates responsible for administering justice, maintaining law and order and promoting the observance of human rights. JLOS is a major player in the promotion of the rule of law in Uganda. Through a sector-wide approach (SWAp), JLOS brings together state and non-state actors who play complementary roles in planning, budgeting, programme implementation, monitoring and evaluation.
The vision of JLOS is to ensure that people in Uganda live in a safe and just society. The mission is to improve the safety of the person, security of property, and access to justice for inclusive growth with the overall goal to promote the rule of law.

Innovation & Digital Transformation
Jlos By adopting modern technologies such as digital case management systems, electronic filing, and data analytics, JLOS aims to reduce case backlog, expedite the handling of cases, and enhance transparency within the justice system.

Justice for Children
Jlos Recognizes the vulnerability of children within the legal system, by implementing specialized policies and procedures to ensure child-friendly, safe, and supportive environments throughout judicial processes.

Crime Response and Prevention
Through enhanced inter-agency collaboration, JLOS supports swift and effective crime response mechanisms involving the Uganda Police Force, Directorate of Public Prosecutions, and the Judiciary, ensuring that criminal cases are handled promptly and transparently.

Legal aid
JLOS is committed to expanding Legal Aid to ensure that all citizens, particularly vulnerable and marginalized groups, have access to justice.

Alternative Dispute Resolution
Jlos is promoting a way to make justice more accessible, efficient, and harmonious. ADR methods, such as mediation, arbitration, and reconciliation, provide an effective way for parties to resolve disputes outside of the traditional court system.

Sexual and Gender-based Violence
JLOS has implemented specialized measures to address SGBV cases, including dedicated police units, streamlined case handling procedures, and training for law enforcement and judicial personnel to handle such cases with sensitivity and confidentiality

Transitional Justice
JLOS collaborates with government bodies, civil society, and local communities to implement measures such as truth-telling, reparations, amnesty provisions, and reintegration programs for former combatants.

Refugees and Host Communities
Jlos is working to ensure that refugees and host communities have access to justice, protection, and legal services, promoting inclusivity and support for vulnerable populations through its reform programs and collaboration with relevant institutions.
